The Rental Property Registration
and Inspection Program was adopted on October
10, 2006 (Ordinance 2055) and amended on May 8,
2007 (Ordinance 2090). The goal of this program
is to improve and maintain the residential rental
housing community through standards which promote
a healthy, save, and inviting environment. With
the operation of this program, along with community
participation, the outcome will ensure a safer
rental housing stock, protect property values,
and improve accountability of rental units.
Requirements This program requires the annual registration
for all rental properties in the Village.

The Village has a goal of completing
inspections of all rental properties within a
three-year cycle. The timing of inspections will
depend upon a number of factors which are outlined
in the Ordinance.
Effective Dates The established program year will be
May 1 to April 30.
As this registration
year (May 1, 2007 – April 30, 2008) comes
to a close, the Division of Rental Inspections
is pleased to provide this update. Working throughout
Zone 1 which covers rental property East of Route
45 and South of US 136 the following inspections
took place:
• 715 Conducted Inspections
• 117 Class A Ratings (no violations)
• 536 Class B Ratings (minor violations)
• 47 Class C Ratings (several minor violations,
or major violations
which require a re-inspection.)
• 15 Class D Ratings (condemned)
With this being the first year for
the Rental Registration & Inspection Program,
actual inspections did not begin until the latter
part of August 2007. A concentrated effort to
register all residential properties (owner-occupied
and rental) took place. This information was used
to establish the Rental Inspection Zones and to
clarify residential properties.
While some property owners/managers
decided to get out of the business, we welcomed
others who came, and continue to come, on board.
Although a few challenges are present we are working
through them one-by-one.
We are basically working with a
good group of landlords, maintenance staff and
tenants whether they are associated with the larger
apartment complexes, smaller units or are owners
of single family residences.
The Division of Rental Inspections
also has the support of other Village Departments
such as Utilities, Police Dept. and Community
Development, along with local business leaders,
landlords and tenants. We have had inquiries from
other municipalities locally and as far as the
state of Florida, expressing their interest in
beginning a program such as ours within their
communities. Potential tenants use the assigned
rating from our program as a guide for selecting
their next place of residency. Overall, this registration
year has been successful.
We are now in the
process of our Annual Registration for Rental
Property. All owners, landlords, property managers
must renew registration of rental properties no
later than April 30, 2008. Those properties that
have had completed inspections will still need
to renew their registration however they will
not be subject to another inspection for three
(3) years. Registration packets will be delivered
April 1, 2008.
For those owners which have not
registered their properties, a Village Complaint
Case will be filed with the Village Attorney.
The owners will be required to appear in Municipal
court and pay all necessary court cost and village
fines.
